Soak them in cold water for about 30 minutes to remove the blood. If it doesn't come off completely, you can use neutral soap and baking soda. Let them soak for a while longer and finally, wash them by hand or in the washing machine at a maximum temperature of 40º C.

Once you have washed them, stretch your pad or panty liners and let them air dry. Ideally, it should be able to dry in the sun. Avoid putting them in the dryer as this may cause them to shrink or lose their absorbency properties.
